I don't see many people saying they are a top-tier team. Even most Tech fans admit they are not an ELITE program. They have too many built-in limitations to ever be able to legitimately challenge for the national title more than once or twice a decade.
There are maybe a dozen schools that have absolutely no excuse not to win BIG in college football every year because they have all the built-in advantages needed (tradition, location, exposure, stadium/facilities, alumni support, money and administration commitment to football). Tech lacks some of these.
Those schools in no particular order IMO:
USC, Texas, Oklahoma, LSU, Ohio State, Michigan, Florida, Florida State, Georgia, Penn State, Notre Dame, Alabama.
To me, Tennessee and Miami are borderline members of this group because they lack one or two of the aforementioned advantages. Tennessee due to location (they have to recruit a little more out of their area than those other schools because they don't have as much in-state talent).
Like ND, Miami is a private school with a smaller alumni base, though they have a lot of national fans. Also their lack of facilities have been well-documented, though they do have a lot of alumni in the NFL that contribute financially.
